I'm betting Ovi purchased his car in Maryland. Hence, the reason for the Maryland temporary tags.
@Diane Car dealers around here are used to people from another state buying a car because VA/MD/DC are so close together. Even if you buy a car in Maryland, if you live in VA they can have you pay VA registration and licensing. It's just a matter of filling out the paperwork correctly based upon where the owner lives. So either they didn't do that for Ovi or something else is up.
